The Maharashtra Government’s One District One Product (ODOP) initiative aims to harness the districts diverse potential, support local entrepreneurship and innovation, preserve cultural heritage and drive sustainable and inclusive growth. The state has identified 72 products across 36 districts (two products from each district) under ODOP initiative. The initiative plans to achieve this by expanding manufacturing, supporting local enterprises, identifying foreign customers, and contributing to 'Atmanirbhar Bharat.'

  • Establishment of Organisation : The applicant should decide a Catchy Name with an Attractive LOGO for his company.
  • Open Bank Account: After obtaining PAN no apply for opening bank account in banks listed under AD (Authorized Dealer) Category 1 / Export Import Bank of India (EXIM) banks are eligible to support and process transactions with foreign parties.
  • Obtain IEC number: Import and Export Code is to be obtained by the business entity for import into or export from India. Import and Export Code is popularly known as IEC number. Import and Export Code is issued by Directorate General of Foreign Trade (DGFT). IEC is a 10-digit unique number.
  • Obtaining RCMC (Registration cum Membership Certificate): Registration-Cum-Membership Certificate (RCMC) is a certificate that validates an exporter dealing with products registered with an Export Promotion Council that are authorized by the Indian Government.
  • After getting IEC and RCMC import-export business can be started in India.
  • Buyer identification can be done using various sources such as B2B portals, web browsing (to find importers in the foreign market), participation in trade fairs, buyer-seller meets, exhibitions. Apart from these conventional/popular methods, buyers can be identified with the help of Export Promotional Councils (EPC), Indian Missions abroad, overseas chambers of commerce, and friends and family.
  • Companies can explore other methods for connecting with buyers from the foreign market. Other methods can be becoming a member (avail subscription) of trade associations, councils, and non-profit organization. Micro, Small and Medium Enterprises (MSMEs) can also connect with Indian Embassy to explore more opportunity.
  • All exports are deemed as inter-State supplies.
  • Exports of goods and services are treated as zero rated supplies.
  • The exporter has the option either to export under bond/Letter of Undertaking without payment of tax and claim refund of Input Tax Credit (ITC) or pay Integrated Goods and service tax (IGST) by utilizing ITC or in cash at the time of export and claim refund of IGST paid.

  • Sampling: Providing customized samples as per the demands of Foreign buyers help in getting export orders. As per FTP 2015-2020, exports of Bonafede trade and technical samples of freely exportable items shall be allowed without any limit.
  • Denomination of Exports Contracts: All export contracts and invoices shall be denominated either in freely convertible currency or Indian rupees, but the export proceeds shall be realized in freely convertible currency.
  • Pricing/Costing: The price should be worked out taking into consideration all expenses from sampling to realization of export proceeds on the basis of terms of sale i.e. Free on Board (FOB), Cost, Insurance and Freight (CIF), Cost and Freight (C&F), etc. Goal of establishing export costing should be to sell maximum quantity at competitive price with maximum profit margin.
  • Customs House Agents: Exporters may avail services of Customs House Agents licensed by the Commissioner of Customs. They are professionals and facilitate work connected with clearance of cargo from Customs.
  • Export Inspection Agencies: They promote manufacturer exporters to implement best quality management system to produce a consistent quality product to meet buyer’s specification and gain confidence of the buyer by pre-shipment inspection, quality control and certification with many laboratories countrywide.

About ODOP Facilitation Cell

The ODOP Felicitation Cell, housed within the District Industries Centre, is dedicated to fostering and enhancing the district-specific products and taking initiatives to increase market share of these products.

Key functions of the ODOP Facilitation Cell include:

  • Product Selection: Identifying 2 unique products from the district.
  • Value Chain Development: Creating framework for product’s value chain development.
  • Infrastructure Alignment: Enhancing production, processing and marketing infrastructure to support value creation by these products.
  • Baseline Study: Understanding the chosen product's market potential in terms of production and sales.
  • Product Types: Encompasses perishable agricultural produce, cereal-based items and widely produced food items in agricultural category, whereas includes industry related products such as engineering goods, manufactured goods, textiles, handicrafts etc in general goods.
  • Support Areas:
    • Covering processing: Ensure quality and improve storage and marketing.
    • Capital Investment: Providing financial support to existing micro-units engaged.
    • Common infrastructure: Supporting the development of shared facilities and marketing strategies tailored to ODOP products.
    • Marketing & Branding: Promoting ODOP Products
  • Collaboration: Working with the various departments such as Department of Commerce and the Ministry of Agriculture for cluster approaches to promote these products.

Overall Impact to be achieved through ODOP Facilitation Cell is, contribution to the district development through promotion of ODOP products and value chain creation of these products to enable these products to reach international markets by creation of common facilities and support services.

Schemes for participation in events and exhibitions

  • Assistance to MSMEs for participation in International Exhibition: The cost limited to INR 3.0 lakh or 50%
  • The MSME exporter being the part of the delegation of EPCs, WTC, DGFT, FIEO will be assisted with the cost limited to INR 1.0 lakh or 50% for the general category and 75% for Women entrepreneurs/ Schedule Caste/ Schedule Tribe of the total cost of travel, whichever is less will be reimbursed limited to one time per unit per annum.
  1. Procurement and Marketing Support Scheme (P&MS): To expand domestic markets and explore new market access initiatives. It covers activities such as technology infusion, joint ventures, enhancing MSME product markets, and participation in international exhibitions and trade fairs.

      Space Rent Charges 80% of subsidy on built up space rent paid for General category units and 100% SC/ST/Women/ NER/ PH /Aspirational District units on minimum stall size of the event for Micro and Small Enterprises
      Contingency expenditure (include travel, publicity & freight) 100% contingency expenditure for all categories of units subject to maximum Rs. 25,000/- or actual, whichever is less. One representative from each participating unit may travel, limited to AC II tier train fair/ Economy Class Air Fare per event.
      Maximum Budgetary Support (including contingency expenditure) Metro & A Class City: Rs 1.50 lakh (inc1. A11 taxes) max or actual, whichever is less for a participating enterprise per event. Other City: Rs. 0.80 lakh (incl. All taxes) max or actual, whichever is less for a participating enterprise per event.
  2. International Cooperation (IC) Scheme
    The scheme aims to build Capacity of MSMEs for entering export market by facilitating their participation in international exhibitions/ fairs/conferences/ seminar/ buyer-seller meets abroad as well as providing them with actionable market-intelligence and reimbursement of various costs involved in export of goods and services.

ODOP Awards

Maharashtra won Second Runners Up - National ODOP Award, 2023, organized by the Department for Promotion of Industry and Internal Trade at Pragati Maidan, New Delhi. The Aatmanirbhar Bharat Utsav and National ODOP Awards ceremony was inaugurated by Dr. S. Jaishankar, External Affairs Minister of India. The awards intend to celebrate the incredible efforts of states/UTs, districts, & Indian missions in fulfilling the vision of Aatmanirbhar Bharat through the ODOP initiative.

One Station One Product (OSOP)


Finance Minister Nirmala Sitharaman announced, while presenting the India’s budget 2022, the innovative idea of ‘one station, one product’ for the country’s extensive railway network, one of the longest in the world.

The idea is to better promote supply chain of local product using the railways and making each railway station a promotional hub and showcase destination for a local product. This will help develop more efficient logistics for farmers and agri-enterprises and present unique regional products to a wide audience, i.e. railway travellers, passing through the stations. One station, one product takes forward the ‘one district, one product’ programme of the government which has successfully started promoting unique products from every district of India.

26 ODOP stalls have been set up at railway stations in various districts as part of this initiative in Maharashtra.

ODOP Facilitation Cells

The ODOP Felicitation Cell, housed within the DIC, is dedicated to fostering and enhancing the district-specific products. Key functions include:

  1. Product Selection: Identifying unique district products.
  2. Value Chain Development: Creating frameworks for product value chains.
  3. Infrastructure Alignment: Enhancing production, processing, and marketing infrastructure.
  4. Baseline Study: Understanding the chosen product's district potential.
  5. Product Types: Encompassing perishable agricultural produce, cereal-based items, and widely produced food items.
  6. Support Areas:
    • Covering processing: Ensure quality and improve storage and marketing.
    • Capital Investment: Providing financial support to existing micro-units engaged.
    • Common infrastructure: Supporting the development of shared facilities and marketing strategies tailored to ODOP products.
    • Marketing & Branding: Promoting ODOP Products
  7. Collaboration: Working with the Department of Commerce and the Ministry of Agriculture for cluster approaches.

Overall Impact: Contributing to district development through common facilities and support services.

ODOP Clusters

37 ODOP based Industrial Clustersin Maharashtra to foster economic growth and traditional craftsmanship. A total of 8814 industrial units, with a project cost of INR 501 crore, have been established, along with the approval of 22 soft interventions and 25 Common Facility Centres (CFCs). Additionally, there are currently 16 existing Common Facility Centres (CFCs).

Geographical Indications (GI)

  • Geographical Indication is used to identify goods having special Characteristics originating from a definite geographical territory and offers better legal protection for action for infringement especially in other WTO member countries.
